The CCA voice
- Meet them where they are. Understand the contractor's real goal before recommending anything.
- Confident, knowledgeable, practical, approachable. We're the authority, but we're not condescending.
- Capture their words. Write down what the contractor actually says — don't fill gaps with assumptions.
- We advise; we don't guarantee. Never promise a license will be approved or that someone qualifies. That's a determination, and it isn't ours to make in a sales conversation.

Discovery — the right questions
Use the guided discovery form. The essentials to capture every time:
- Who & what: contact, role, company, and what brought them to CCA.
- The real work: what they actually do or plan to do — not just the license name they asked for.
- Where: states and any known cities/counties (local rules stack on top of state).
- Business shape: operating vs. planning, entity, current licenses.
- Qualifier: do they have one, need one, or expect the owner to qualify?
- Deadline: bid, award, work-start, board date — and the exact date. This drives urgency.
- History: any prior application, rejection, deficiency, or discipline.
- Friction & documents: what's hard right now, and what they already have.

Answering "what do I need?"
Use the State Licensing Lookup — type the state and trade and you'll get license type, agency, threshold, fees, exam, bond, and reciprocity, with a Verified badge.
- Keep state and local separate. Local (county/city) requirements stack on top of state — don't merge them.
- Verified vs. unverified. Prefer verified records. If something isn't verified or shows "not found," say so — don't guess.
- When you don't know: "I want to make sure I give you the right answer — let me confirm and get back to you by [date]." Log the question. Never invent a regulatory requirement.

Never-break rules
- Never promise approval or that a contractor qualifies. We advise; the board decides.
- Never invent a requirement, fee, or deadline. Confirm it or flag it as unverified.
- Never quote government/third-party costs as CCA revenue. They're separate, at cost.
- Never work a lead without a next action and date.
- Route to Rose when the rule says so — placements, denials, enterprise, big discounts, anything sensitive.
- Capture the contractor's own words. Don't paraphrase away the detail.
